Exactly. He changed his mind to make her happy. I’ll have to rewatch it, but I’m pretty sure he meant “I put my foot down” as a joke because I think he knew that he had backed down in the end and decided to give her the money instead. He did make the decision, yes, but I question whether it was the responsible decision to let her spend all his savings.
